Lt Col Konaté has many academic achievements, including studies in the United States and Germany, remarkably at the Defense Institute of International Legal Studies (DILLS), Lackland and Garmisch. Studied topics include for example regional security and programme on terrorism and security studies.

Lt Col Konaté has had many temoporary duty assignments at a number of military schools in Mali and regional Africa. From 2006 to 2013, he was deployed to Tombouctou as a Company Commander. Beyond this, Lt Col Konaté has also served as a staff officer, instructor and intelligence officer in his career.

From 2017 to 2018, he was Chief Intelligence Analyst in charge of reporting on the DDR process in Mali, and he is currently the point of contact on DDR with the EMP-ABB.

Her research interests include the dynamics of conflicts and crises in Sub-Saharan Africa and their impact on women on girls. An Associate Fellow of the West Africa Think Tank (WATHI), Pelumi has been published by WATHI, ISS Africa, Business Day and Social Good Lagos.

With her professional experience spanning across research, facilitation, and policy development, Pelumi has worked with different international organizations including DAI Global LLC, Global Affairs Canada and the Foreign and Commonwealth Development Office and the United Nations High Commissioner for Refugees. Her current research focuses on women’s experiences and perspectives of transitional justice measures implemented against the background of the Boko Haram crises in the Lake Chad Basin.

Before joining BICC’s DDR advisory project, Milena worked at the UN Office for Disarmament Affairs (UNODA) in New York where she supported small arms control initiatives in Africa with national and regional partners, including the African Union and the Regional Centre on Small Arms (RECSA).

She also worked as an Advisor on small arms control at BICC, engaging in regional small arms control initiatives in Africa, notably physical security and stockpile management (PSSM) and weapons and ammunition management (WAM). Milena also worked as a DDR Officer for the UN Mission in the Central African Republic (MINUSCA) and the Belgian Development Cooperation in Niger.

She holds a Master degree in International Relations from the University of Louvain (UCL) and is pursuing her PhD on the Reintegration of former combatants in Niger.

She brings a development perspective to the often-securitized DDR and PRR approaches and guides UNDP to provide sustainable reintegration solutions for former members of armed forces and groups, their families and communities.

Glaucia brings over 20 years of experience in the UN system, of which 15 years with UNDP as a peacebuilding and development practitioner. She was part of the Bureau for Crisis Prevention and Recovery from 2006 to 2014 and the Bureau for Policy and Programme Support from 2014 to 2018 and has since then been with the Crisis Bureau. Her one-the-ground technical advice and support has spanned across several countries and regions over these years – Burundi, Central African Republic, Colombia, Comoros, Congo-Brazzaville, Democratic Republic of Congo, Ethiopia, Indonesia/Aceh, Iraq, Niger, Nigeria, The Philippines, Rwanda, Sri Lanka, Sudan, Uganda, Ukraine – and the Great Lakes and Lake Chad Basin regions and institutions.

Since 2018, Glaucia has provided dedicated technical assistance to the formulation of Prosecution, Rehabilitation and Reintegration (PRR) strategies within the framework of counterterrorism, with focus on community-based reintegration (in Iraq for families with perceived association with ISIL) and through regional approaches in the Lake Chad Basin countries (Cameroon, Chad, Niger, Nigeria in response to the Boko Haram Crisis).

Glaucia has a Law Degree (1990) from the University of Sao Paulo, Brazil, and a PhD in International Relations with focus on Statebuilding/Peacebuilding (2005) from The Graduate Institute of International Studies, in Geneva, Switzerland.

Her work focuses on understanding the intersections between Disarmament, Demobilization and Reintegration (DDR); Screening, Prosecution, Rehabilitation and Reintegration (SPRR) of individuals formerly associated with terrorist groups; and preventing extremism conducive to terrorism, with a specific focus on the African Continent.

Raafat also currently serves as a non-resident scholar for the Countering Terrorism and Extremism Program at the Middle East Institute, based in Washington, DC, working on the Program for Countering Terrorism & Extremism.

Raafat has valuable experience in the field of security studies and research, having served as Deputy Research Director at the Chicago Project on Security and Threats (CPOST). During her time at CPOST, Lina led a $3.4M multi-year project studying the tactics of the violent extremist nexus for online media radicalization and audience susceptibility.

Raafat graduated from the University of Chicago with a Bachelor of Arts in Political Science and a Master of Arts in International Relations, specializing in security studies, regionalism and nationalism.

She focuses on the interlinkage between DDR and countering violent extremism, as well as the implementation of screening, prosecution, rehabilitation and reintegration of individuals formerly associated with terrorist groups in Africa. Through her work at CCCPA, Amin has supported in key training and capacity building activities on DDR in asymmetrical contexts, in addition to country/region-specific research, analysis and capacity building (South Sudan, Nigeria, Sahel & Lake Chad Basin regions).

Prior to joining CCCPA, Norhan was a research assistant to the Dean of the School of Global Affairs and Public Policy at the American University in Cairo (AUC). Under this role, she conducted research on international security, international cooperation, multilateral engagement, as well as Middle East issues. She was also a teaching assistant at AUC for numerous political science courses.

Additionally, Norhan also worked as a researcher in the Egypt Program at the Middle East Institute (MEI) in Washington D.C. Her work consisted of day-to-day analysis of events in Egypt, as well as creating specific policy recommendations for issues such as economic development and reform, entrepreneurship, micro-finance projects, climate change and water scarcity.

Amin holds a BA from the American University in Cairo (AUC) in Political Science and Multimedia Journalism, and is currently concluding her MA in International Relations from AUC with a special focus on the nexus between DDR and peacebuilding, specifically within a framework of post-liberal, hybrid and localized peacebuilding paradigms, with a close examination of Liberia and Colombia as case studies.

Boasting of nearly 8 years’ experience in the relevant field, Mustapha is versed in policy development, strategy conception, and execution. In his position as Programme Manager at Neem Foundation, Mustapha oversees the design and implementation of programmes that link governance, conflict prevention, and peacebuilding to address development deficits. He has undertaken assignments working with the United Nations and the African Union in different capacities to design and execute programmes targeted at providing sustainable change and development across Africa and the Middle East.

Mustapha is a UNDP global expert on peacebuilding and conflict prevention, a research advisory board member of the Mental Health and Psychosocial Support (MHPSS) in action for quality education, a member of the Abuja Hub of the Global Shaper Community – an initiative of the World Economic Forum (WEF) and a 2022 Acumen West Africa Fellow. His concern for the under-development and lapses in institutional structures that address the socio-econmic impacts of insurgency in the North-East, has fuelled his commitment and contribution. Mustapha has developed and executed programmes and policies that support reintegration, rehabilitation, peaceful co-existence and social cohesion in communities affected by violence. Such programmes and policies strategically link governance, conflict prevention and peace building to address development deficits resulting from marginalization, mismanagement of public resources, social exclusion and weak sense of national identity.

 He also has a keen interest in the transformation of the education system in Nigeria per his interdisciplinary nature. Through the creation of a less conventional syllabus, which fosters inclusivity, creativity, and critical thinking, and has a child-centred approach that improves social and emotional learning and provides psychological services to over 100 girls who are victims of the Insurgency in Nigeria.

She has an international reputation in the field of socio-economic reintegration of adults and children formally associated with armed groups, veterans, youth employment, gender, prevention of violent extremism and community-based reintegration and security programming. Seven years of field and headquarter experience in the ILO Programme on Crisis Response and Reconstruction has provided her with expertise on employment issues and economic reintegration. She brings solid expertise in policy, strategy and programme design (including TOCs), evaluations and applied research in DDR, CVR Release and Reintegration of CAFAAG and related fields.

Her record as a researcher and writer might is illustrated in her long publications list, and Irma is known for her ability to translate research findings in the actionable recommendations and programming.

Further, Irma has extensive experience in training, facilitation and design of tailor-made training courses and materials. She worked in most conflict affected countries around the world, and is the managing director of the international consultancy firm Transition International.
