Her most recent work is on comparative policing. She has conducted fieldwork in Colombia, Central America, Melanesia, Southeast Asia, and elsewhere. Her 2017 book, Electing Peace: From Civil Conflict to Political Participation, was published by Cambridge University Press and won the 2018 Charles H. Levine Memorial Book Prize. Her work has also been published by Foreign Affairs, Governance, International Security, Journal of Politics, Perspectives on Politics, and elsewhere.

She previously worked at the RAND Corporation and the Los Alamos National Laboratory. She has held fellowships at Stanford’s Center for International Security and Cooperation (CISAC) and UCSD’s Institute on Global Conflict and Cooperation.

She received her Ph.D. in political science from Stanford University and her A.B. magna cum laude from Harvard University.

Prior to re-joining UNIDIR, Hardy worked for the Arms Embargo Cell of the UN Organization Stabilization Mission in the DR Congo (MONUSCO), UNMAS, MONUSCO, Geneva Call and the Swiss Federal Department for Foreign Affairs.

He holds a master’s degree in International Relations, Peace and Security Studies from the Institute for International Studies in Barcelona, as well as a bachelor’s degree in International Relations from the University of Geneva.

She is also affiliated Senior Researcher with the Department of Peace and Conflict Research with the Department of Peace and Conflict Research at Uppsala University. She has over 20 years of coherent work experience with issues pertaining to armed conflicts and peace processes in the intersection of research, policy and practice. She has carried out research and published on non-state armed actors in civil wars, rebel-to-party transformations, spoilers in peace processes, post-war democratization, election-related violence, and conflict resolution in Islamist armed conflicts.

She has conducted field work for research purposes in Sierra Leone, Liberia, Nigeria, Mozambique, South Africa, Burundi, El Salvador, Israel, Palestine, Cambodia and the Philippines. She has significant experience of providing training (including conflict analysis) and evidence-based policy advisory services to national, regional and international organisations. Bloom conducts research in Europe, the Middle East and South Asia and speaks eight languages. She is the author of six books and over 80 articles on violent extremism including Dying to Kill: The Allure of Suicide Terror (Columbia 2005), Bombshell: Women and Terror (University of Pennsylvania 2011), Small Arms: Children and Terror (Cornell 2019) and Pastels and Pedophiles: Inside the Mind of QAnon with Sophia Moskalenko (Stanford 2021). Her next book, Veiled Threats: Women and Jihad in expected in 2024 with Cornell University Press. 

Bloom was a term member of the Council on Foreign Relations (CFR) and has held research or teaching positions at Cornell, Harvard, Princeton, and McGill Universities. She advises national and international human rights organizations and serves on the Counter-Radicalization working group of the Anti-Defamation League, the UN Counter Terrorism Executive Directorate (UNCTED), and on the board of Women Without Borders.

Dr. Özerdem specializes in conflict resolution, peacebuilding, and reintegration of ex-combatants. With over 20 years of field research experience in Afghanistan, Bosnia-Herzegovina, El Salvador, Kosovo, Lebanon, Liberia, Nigeria, Philippines, Sierra Leone, Solomon Islands, Somalia, Sri Lanka, Tajikistan, and Turkey, Dr. Özerdem has undertaken numerous research projects that were funded by the UK’s Economic & Social Research Council (ESRC) (faith-based conflict prevention); British Academy (youth and peacebuilding); US Institute of Peace (reintegration of ex-combatants); and various European Union funding schemes (conflict transformation and leadership).

She brings a development perspective to the often-securitized DDR and PRR approaches and guides UNDP to provide sustainable reintegration solutions for former members of armed forces and groups, their families and communities.

Glaucia brings over 20 years of experience in the UN system, of which 15 years with UNDP as a peacebuilding and development practitioner. She was part of the Bureau for Crisis Prevention and Recovery from 2006 to 2014 and the Bureau for Policy and Programme Support from 2014 to 2018 and has since then been with the Crisis Bureau. Her one-the-ground technical advice and support has spanned across several countries and regions over these years – Burundi, Central African Republic, Colombia, Comoros, Congo-Brazzaville, Democratic Republic of Congo, Ethiopia, Indonesia/Aceh, Iraq, Niger, Nigeria, The Philippines, Rwanda, Sri Lanka, Sudan, Uganda, Ukraine – and the Great Lakes and Lake Chad Basin regions and institutions.

Since 2018, Glaucia has provided dedicated technical assistance to the formulation of Prosecution, Rehabilitation and Reintegration (PRR) strategies within the framework of counterterrorism, with focus on community-based reintegration (in Iraq for families with perceived association with ISIL) and through regional approaches in the Lake Chad Basin countries (Cameroon, Chad, Niger, Nigeria in response to the Boko Haram Crisis).

Mr. Diagne has in the last 20 years gained extensive experience in the field of DDR, and is adept in political and military dynamics of conflict given his background and work in MINUSMA combined with the expertise gained in ONUCI, MONUC and MONUSCO. During his time with the UN, Mr. Diagne has collected, analyzed and shared critical insights that facilitated the leadership’s decision on strategy and approaches to SSR/DDR.

As an active member of the implementation of the defense and security provisions of the Peace Agreement in Mali, which include SSR and DDR aspects, Mr. Diagne is attending and charing many different fora, including among others the SSR-DDR working group and secretary/focal point of the SSR-DDR strategic committee headed by the SRSG and attended by the ambassadors in the country.

In addition, Mr. Diagne has contributed to the drafting and finalizing of the accelerated DDR program to facilitate the disarmament and demobilization of 2200 combatants of signatories armed groups and the integration of 1765 of them into the Malian defense and security forces, the Community Rehabilitation Program designed for the Center of Mali, and the National DDR Strategy and program in Mali.
